Yes, it can be very fast - and what usually happens is a tiny scratch that you don't see becomes rapidly infected (flies make it worse) and I have seen a normal looking eye develop a protruding white spot in less than 3 hours. Melting corneal ulcer with perforation is how it was described to me. Had it twice here on the farm. The blood plasma eye drops worked wonders and we saved eyes and vision for both animals. It's hard to tell for sure with just a photo, but any vet should be able to tell. A tube of blood spun in a centrifuge to separate the plasma yields enough to treat the eye. They also use other drops to reduce pain and treat infection.

I hope this guy gets better quick!
