To touch on a few (b/c I don't have time to answer all!), BVD-free farm and testing is a given, as is ARI registration unless it is a fiber/companion, then it is a plus, but it wouldn't influence a purchase. Chipped doesn't matter to me, they are $11 and I do them myself, but may matter if it is a newbie or has to be transported across state lines, then it is a perk. To me, unless it is a fiber/companion, conformation and bit must be correct, so having it is assumed, not having it is a negative (as opposed to having correct conformation/
As for the rest of your questions, pedigree, fiber characteristics, color and appearance type, Most of those are too subjective to say one has more value than another. For example--Full Peruvian matters to some, while others prefer full Chilean, a mix, or only want Accoyo--it is really, what are you breeding and who is your market. Same with color--I may like whites who throw color, but a white breeder wants a white out of whites who only throws whites. Some people in the south seem to breed for fineness over density b/c of the heat and care a little less about leg and face fiber, while northerners breed for both and want lots of coverage. And a lot of it is just marketing hype--most of the winners at shows up here lately have fully fleeced "fiber blinded" faces. I think that is silly. But it is trendy (and may or may not have anything to do with how dense the blanket is). Personally I like typey b/c I think they're cute, but if the animal has the right conformation and great fiber, it wouldn't influence my decision. And they mostly grow out of that teddy bear look in a few years anyway.
On the other hand, things like having a good well rounded stable of herdsires, lots of experience, marketing opportunities, learning opportunities etc., is a huge plus in my book, particularly when targeting newer farmers. Herd size can be important b/c it offers variety, but a small farm can also have variety, plus maybe more handled animals or a specialization, and is probably less important if selling to people who already have alpacas--and can be less intimidating.
