What Heather means is that the market for unregistered is at the lower end of the market price-wise. There is a considerable market for non-ARI in the USA

The border isn't closed, animals can be imported according to USDA
guidelines. However, ARI is closed to new animals, who are not the
offspring of ARI registered parents. So in the US, there is little
market for non-ARI animals. There are plenty of ARI registered animals
in Canada and Australia, and New Zealand for that matter, and some of
those do come back to the US.
