Hi Donna,
In answer to your question of how much does your cria need, in order to see weight gain you will need to feed 13-15% of their body weight per day in liquids.
I would not give up on mom just yet, get some of Dr. Rob Pollard's nursing mother supplement, and just keep hoping.  I put mom and her cria in a small area every day- where they can see their herdmates as long as it doesn't stress them too much- and you might be surprised. 
I had a boarder's dam go for 6 weeks before she finally realized she was supposed to be allowing her cria to nurse.
 
The formula you are feeding is very similar to the one we have been using for 11 years now. We have only had 1 of our own bottle babies but have done many rescues over the years.  We tried the lamb formula but found it too rich for some crias, and not always accessible.  So milk it is, and our vet and Dr. Evan's agrees so- so be it for us :))
