Good question but a difficult one to answer globally. Pop-up's are ad windows that appear by themselves when one views certain web sites. Some ISP's (internet service providers) have software on their servers that block unwanted ads before they get to you. There are many anti spyware software packages out there (some free, some not) that can perform the same function on your computer. Microsoft has a free anti spyware package
http://www.microsoft.com/athome/security/spyware/software/default.mspx that works fairly well.

One way to check if you have a popup blocker installed on your computer is to click on Tools tab in your browser. Often if a blocker is installed, you will find an option to turn it on/off or change its settings there. If your ISP provides pop-up blocking you may have to contact them or visit their web site. Sorry to be so vague.
