In our case, the State of Oregon has very liberal public information
laws (in part due to lobbying by the newspaper editors). This seems
to have played a role in the develpment of a system that allowed
sensitive information back into the hands of convicted felons.
I know when my wife and I initially brought our concerns to the
Department of Corrections, suggesting that they should block this
information from entering the prisons the response was that such
action would be illegal. It was only after the process of
establishing new legislation had some wheels under it that the
Department of Corrections recontacted us asking if they could co-
sponsor the bill! Marketing in politics!!
It seemed to us that the more proper course would have been for the
Department of Corrections to have introduced the legislation when
they became aware of the problem, and asked us to co-sponsor their
bill. Instead we saw the everpresent political response of CYA.
BTW, I am an employee of the Department of Corrections, a victim of
identity theft, and it was our information that we became aware the
inmates were bartering. Lord only knows how long it had been
happening, how many people were victims of it, or how long it would
have continued if not for that happy convergence of events.
I would be surprised if Oregon is the only State this is taking place
in.
