You are probably right, and it's no because people are not horrified by this type of thing, but because of current laws. Animal abuse is considered a property crime like vandalism, and is a misdemeanor in many areas. 

If people want stronger punishment for animal neglect and abuse, it's imperative that we pressure our elected officials to legislate it so.

Those two 17yo 'boys' and that 22yo woman, should spend LOTS of time in prision.

 

My guess, they will get a slap on the hands.  Just like the girls that put finger nail polish on a mares tail and lit it on fire.
